China eyes longer visas for foreign scientists, experts

China is to consider granting 5- or 10-year multiple-entry visas to foreign experts to make it easier for them to work or do business in that country, Chinese state-run newspaper China Daily reported on Tuesday.

Zhang Jianguo, head of the State Administration of Foreign Experts Affairs, made the comments as quoted by the newspaper.

The official said he had received complaints from foreign high-achievers that the current 1- or 2-year multiple-entry visas were too short in duration.

Mr Zhang noted many countries have adopted a flexible visa policy for those Chinese citizens wishing to work or study overseas. In the case of the United States, “many Chinese businesspeople or even students can apply for 10-year multiple-entry permits,” he said.

“We should ensure that top overseas talented people who want to come and work in China can enjoy the same convenience,” he stated.

Mr Zhang also said his team would “encourage” establishment of a recruitment mechanism within research institutions, colleges and universities that would accept “job applications from around the world”.

The draft of China’s 13th Five-Year Plan, covering the period 2016 to 2020, states the nation would welcome overseas talent, namely scientists, in a number of strategic sectors, China Daily reported.
